What is a Dual Nationality Certificate (DNC)?
A Dual Nationality Certificate (DNC) is an official document issued by the Government of Bangladesh that legally recognizes a person as a citizen of Bangladesh while simultaneously holding the citizenship of another approved country. Under the Bangladesh Citizenship (Temporary Provisions) Order, 1972, acquiring a foreign nationality generally results in the loss of Bangladeshi citizenship unless that foreign country is on the government’s approved list and a DNC is obtained.
Who is Eligible for a DNC?
You are eligible to apply for a DNC if you are a Bangladeshi origin individual who has acquired citizenship in one of the 101 approved countries. This includes:
- Citizens of the USA, Canada, UK, Australia, and New Zealand.
- Citizens of all European countries.
- Citizens of select Asian countries like Singapore, Malaysia, and Japan.
- Citizens of various Caribbean and South American nations.
Note: Second or third-generation citizens born abroad to Bangladeshi parents can also apply by establishing their Bangladeshi lineage through their parents’ documents.
Step-by-Step Online Application Process
The Ministry of Home Affairs has digitized the DNC application process, making it faster and more efficient. Here is how to apply:
- Visit the Portal: Go to the Security Services Division online portal (scs.ssd.gov.bd).
- Prepare the Affidavit: Download the prescribed Affidavit form. If applying from abroad, have it notarized by a Notary Public or an officer at a Bangladesh diplomatic mission. The 300 Taka non-judicial stamp is not required for overseas applicants.
- Gather Documents: You will need scanned copies of your foreign passport, foreign citizenship/naturalization certificate, previous Bangladeshi passport or NID, and a passport-sized photograph.
- Submit and Pay: Fill out the online form, upload the documents, and pay the required fee via debit or credit card.
- Processing Time: The online process takes approximately 3 to 6 months. Once approved, a digital PDF certificate will be available for download.
Why You Need a DNC (Not Just an NVR)
Many expatriates mistakenly believe that a “No Visa Required” (NVR) seal on their foreign passport is proof of dual citizenship. It is not. An NVR merely facilitates travel.
